As a councillor on Boree and subsequently Cabonne Council Max was an inaugural member of the of the Orange Regional Library/Central Western Co-operative Public Library /Central West Libraries Committee from the region's establishment in 1957. He held the position of Chairman consecutively from 1962 to 1999, a period of 37 years. He was a passionate advocate for libraries and remained an active member until his death.
